Flat Creek Reuse Project Phase 1A

The City of Waco is seeking a qualified consulting engineering firm for the Flat Creek Reuse Project Phase 1A at the Waco Central Wastewater Treatment Plant. The project involves professional services for the planning, design, and construction oversight of a water pump station, a 2 MG ground storage tank, a low-head pump, and a concrete chlorine contact basin restoration. The work is structured into six phases, with the first four phases covering data acquisition through design over approximately 12 months, followed by construction phase services and project close-out. Construction is expected to last no more than 18 months. Interested firms must submit a Statement of Qualifications by December 1, 2026, at 2:00 P.M. CT via the Bonfire e-Procurement portal or through physical delivery. To be considered, firms must be licensed in Texas, have no conflicts of interest with the City of Waco, and adhere to all submission instructions. Evaluation is based on a point formula focusing on firm expertise and experience, the proposed project approach, and conformance with RFQ requirements. The City will rank firms and negotiate a contract with the top-ranked candidate. The project is subject to several regulatory requirements, including the Davis-Bacon Act, American Iron and Steel requirements, and Build America, Buy America statutory mandates. Successful bidders must provide extensive documentation, including insurance and indemnification, tax information, and various state-mandated forms. Contract administration requires strict adherence to invoicing procedures, including the use of sequential billing numbers and a maximum of one invoice every 30 days per project.
