The space must accommodate a secondary egress, provide dedicated, sign-designated parking for six government vehicles available 24/7, and ensure sufficient additional parking for employees and customers within four blocks. The property must include daytime janitorial services as outlined in the detailed Exhibit F specifications, which require daily, monthly, and seasonal cleaning tasks including trash removal, restroom disinfection, carpet cleaning, light fixture maintenance, and supply replenishment. Maximum visibility through adequate signage is required, and sites adjacent to adult entertainment venues, bars, methadone clinics, drug rehabilitation centers, marijuana dispensaries, gun shops, or liquor stores will be disqualified due to incompatibility. All lessors must be actively registered in SAM.gov with a valid CAGE code prior to submission and must submit a fully completed Rental Proposal Worksheet, proof of SAM registration, and a current floor plan. The lease term is typically five years with a government termination clause, but significant financial contributions toward build-out costs may be required to secure a firm five-year commitment. Non-negotiable terms are outlined in Exhibit B – 3517B General Clauses (Feb. 2025), which include cybersecurity requirements, audit rights, labor standards, small business provisions, and other federal compliance mandates. Construction must adhere strictly to Exhibit D – Construction & Security Specifications for Military Recruiting Facilities, which enforce federal, state, and local codes, mandate Energy Star components, specify HVAC and electrical standards, prohibit unauthorized telecommunications equipment, and require coordination with the Corps of Engineers. All construction and fit-out costs must be itemized in the Construction Specifications Bid Proposal Worksheet, covering HVAC, plumbing, electrical, communications, safety systems, and finishes. A valid Agent Certificate and Limited Liability Certification must accompany the bid to confirm proper authorization for lease execution. Proposals are due by 5:30 p.m. on July 9, 2026, and will be evaluated based on location suitability, compliance with all technical and security specifications, timeliness of submission, cost competitiveness, and qualitative alignment with mission needs.

Expense License Agreement with Greenspot Corridor, LLC for Non-Exclusive use of Parking Lot Near the 7 Oaks Dam in HighlandThe San Bernardino County Flood Control District has entered into a license agreement with Greenspot Corridor, LLC to non-exclusively use approximately one acre of partially paved private land near the 7 Oaks Dam in Highland, California, for staging heavy equipment, vehicles, and materials used in flood control operations and maintenance activities within nearby district right-of-way areas. The license is non-exclusive and covers a two-year term beginning July 1, 2026, and ending June 30, 2028, with no option for renewal specified. The site is privately owned and the district’s use is strictly limited to operational support related to flood mitigation efforts, ensuring no permanent alterations or exclusive occupancy of the property. The agreement was forecasted on June 24, 2026, and is managed through the San Bernardino County government with primary point of contact Maryn Mineo-Wells, Planner III, and additional support from Director Noel Castillo and Engineering Manager Arlene B Chun. The location of performance is explicitly identified as Highland, California, and the activity supports public infrastructure resilience without requiring public funding acquisition or change in land ownership. There is no solicitation number or set-asides noted, indicating this is an administrative licensing arrangement rather than a competitive procurement.
