The contract involves the procurement of six Military Flight Line Test Set Kits designed as direct replacements for aging KC-135 systems at Tinker Air Force Base. This is a small business set-aside under NAICS code 334511, emphasizing the importance of small and disadvantaged business participation. The kits must meet rigorous specifications, including MIL-PRF-28800F Class 2 certification, with capabilities spanning communications, navigation, and surveillance functions, and include accessories such as transit cases, antennas, and power adapters. The contract is structured as a firm fixed-price arrangement, with delivery to Tinker AFB, and emphasizes compliance with numerous FAR and DFARS clauses related to commercial products, cybersecurity, telecommunications restrictions, and small business certifications. The solicitation details comprehensive packaging, marking, and inspection requirements, mandating adherence to standards like MIL-STD-129 and MIL-STD-130 for labeling and UID marking, ensuring items are properly identified and protected during transit. Evaluation will be based primarily on technical acceptability—rated as "Acceptable" or "Unacceptable"—and cost, with the award made on a lowest-price technically acceptable basis, without tradeoffs. The contract incorporates clauses governing security, ethics, and labor standards, and emphasizes the importance of detailed technical proposals demonstrating how offerors meet the specified criteria.
