The contract pertains to flight operations support services for the 71st Flying Training Wing at Vance Air Force Base, Oklahoma, initially advertised under solicitation number FA3002-18-R-0004. This solicitation has since been consolidated under the broader Aircraft Maintenance Enterprise Solution (ACES) contract, referenced as FA3002-19-R-A001, which encompasses requirements for aircraft maintenance and flight line-related services across multiple Air Education and Training Command (AETC) bases. The government is considering awarding a Multiple Award Contract (MAC) with a potential 15-year total duration, including a 10-year ordering period, to four or five contractors. Task orders issued under this MAC would typically have performance periods of three to four years and cover work at various AETC locations, with the first anticipated task orders for Columbus Air Force Base and Vance Air Force Base. The government seeks feedback from prospective offerors regarding the viability of the MAC approach for such services and their interest in proposing for it. Additionally, it has requested input on pricing metrics related to mission capability, aircraft availability, and average fleet time rate costs. Communication with the contracting team, including Contract Specialist Lisa Hartman and Contracting Officer Lori Robarge, is encouraged to provide responses and clarifications. This strategic sourcing effort aims to streamline and standardize contract awards for aircraft maintenance and flight operations support within the AETC, promoting competition among a select group of contractors while ensuring long-term service continuity.

20 Dec 2018 The requirement under solicitation FA3002-18-R-0004 is now incorporated under the Aircraft Maitnenance Enterprise Solution (ACES), Solicitation Number FA3002-19-R-A001. Please refer to FA3002-19-R-A001 for further updates and notices. 19 June 2018 Additional Request For Information The Government is looking into the possibility of awarding strategic sourcing/enterprise contracts for AETC aircraft maintenance and flight line-related services. Specifically, the Government is contemplating the award of a Multiple Award Contract (MAC) with a 15 year period of performance with an ordering period limited to the first 10 years of the period of performance. The Government contemplates that it will make award to four to five contractors on this MAC. Competition for Task Orders on the MAC would be limited to those four to five awardees. The anticipated periods of performance on individual task orders would range from three to four years, with task order performance occurring at one or more AETC bases/units. The Government currently anticipates that its first two task orders on the MAC would be issued for performance at Columbus AFB and Vance AFB. Additional task orders would be placed for other bases/units as required. Do you see this type of contract vehicle as a viable option for aircraft maintenance and flight line services? Would you be interested in proposing for this type of contract? Also, based on the current information we have posted on www.FBO.gov, we have been asked if offerors are able to provide a cost for our metrics? e.g. what does Mission Capability cost? How much is Aircraft Availabity? What is the percentage of cost for Average Fleet Time Rate? Please send responses by email to Ms. Lori Robarge at lori.robarge@us.af.mil and Ms. Lisa Hartman at lisa.hartman@us.af.mil.
