Flight Test Support Services

1. THIS IS A REQUEST FOR MARKET RESEARCH INFORMATION ONLY. This market research notice for the Air Force Flight Test Center (AFFTC), Edwards AFB, CA is to afford industry an opportunity to provide information regarding their capabilities for performing all, or part, of the flight test support services described in paragraph 2. below. This notice is issued for market research information and planning purposes only and does not constitute a solicitation. The Government does not intend to award a contract on the basis of this notice or to otherwise pay for information received in response to this notice. Responses will not be returned. Information provided will assist the Government to evaluate the feasibility and scope of the projected services and develop any acquisition strategy. 2. The AFFTC has identified potential opportunities for contractor-provided flight test support such as fielding/providing, maintaining, piloting, instrumenting, and modifying high, medium and low performance aircraft. Areas of support include: Test Pilot School curriculum support, Variable Stability In-Flight Simulator and Test Aircraft (VISTA) operations and maintenance, Defense Systems Evaluation (DSE) mission support; both for Navy and Army, to include launch of AQM-37 targets, and flight test safety and photo chase missions. Support would be on and off the AFFTC. High performance aircraft MAY be provided as Government-Furnished property. DoD security clearances, to include TOP SECRET/SCI level for key personnel, would be necessary. 3. Interested parties are requested to furnish a capability statement detailing their capabilities to provide any or all of the services, including highlights of experience on similar government or commercial contracts/agreements. Responses involving teaming/subcontracting should delineate the prime's capabilities separately from those of each teammate/subcontractor. In addition, provide a list of any contracts or other agreements similar in nature, the program/project name, contract number or other identifier, administering office/address, and the point of contact with current telephone number. 4. The AFFTC will not pay for information or comments provided and will not recognize any costs associated with submission of comments. Please provide your response via email in Microsoft Word or a Microsoft Word compatible format. Submissions should be to the point and no more than 10 double spaced pages. Questions regarding this market research notice are requested by close of business on 29 September 2010. Responses shall be unclassified. 5.
