This contract seeks to address the need for standardized testing methods and acceptance criteria for flood seals installed in penetrations of walls at nuclear power plants. These seals are critical for ensuring water tightness to protect safety-related components from water intrusion during flooding events caused by design basis floods. Given the challenges posed by factors such as drying, cracking, immersion, hydrodynamic forces, and debris impact, the project aims to establish performance evaluation protocols to ensure the effectiveness and integrity of these seals under various stressors. This initiative follows regulatory requirements stemming from the Fukushima nuclear incident, including a mandate for nuclear power plants to reassess their flood protection measures. The contract is a full and open competition under NAICS code 541712 for research and development in the physical, engineering, and life sciences, with a performance period expected from January 13, 2015, through January 12, 2018. The procurement process will be conducted via a best value tradeoff source selection according to FAR Part 15. The solicitation was anticipated to be issued in late October 2014 with proposals due by early December 2014 and will be accessible exclusively through government electronic platforms requiring vendor registration. The government will not reimburse proposal preparation costs and may award without discussions, thus the initial proposal must offer the best terms. Interested contractors must be registered in the System for Award Management and have a DUNS number. The contracting officer responsible for this acquisition is Claudia G. Melgar.

Amendment A002: The purpose of Amendment No. 02 is to provide NRC response to a question received for this solicitation. See Amendment 2 attachment. Amendment A0001: On SF33, Section 9, the close date is changed from December 23, 2014, 12:00 p.m. to read December 30, 2014, at 12:00 p.m. EST. The purpose of Amendment No. 01 is to provide NRC responses to questions received for this solicitation. re-Solicitation Notice: DESCRIPTION: As part of the flooding protection at Nuclear Power Plants arising from design basis floods, penetrations in walls at the NPP that allow such items as cables, conduits, cable trays, pipes, and ducts to pass through the walls should be essentially water tight to preclude water from flowing through them and affecting the performance of safety related components in the NPP. Flood seals for penetrations (FSP) are installed to seal these openings to ensure water tightness and integrity of the wall penetrations. Currently there are no known standard test methods or acceptance criteria for FSP's and their effectiveness to water pressure heads when subject to degradation due to drying and cracking, immersion under water for long periods, flooding events, vibrations from items such as piping passing through them, hydrodynamic forces and impacts by debris during flooding events, etc. Thus, there is a need to establish testing standards, criteria and protocols to evaluate the effectiveness and performance of these seals. As a result of the Fukushima nuclear incident, the NRC has issued a Request for Information pursuant to 10 CFR 50.54 (f) requiring all operating nuclear power plants in the U.S. to re-evaluate their design-basis flood estimates. As part of the flooding protection at Nuclear Power Plants (NPP), penetrations in external (and internal) walls at the NPP that allow such items as cables, conduits, cable trays, pipes, and ducts to pass through the walls should be water tight to preclude water from flowing through them and affecting the performance of safety related components in the NPP The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the project, "Flood Penetration Seal Performance at Nuclear Power Plants." This will be a full and open competition for the award of a Cost Reimbursement type contract. The designated NAICS Code is 541712, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology), with a size standard of 500 employees. The government anticipates a contract period of performance of January 13, 2015 to January 12, 2018. The Solicitation/Request for Proposal (RFP) will be issued utilizing FAR Part 15, source selection: best value/tradeoff process. The government anticipates release of the solicitation on or about October 29, 2014, with a projected closing date of December 2, 2014. These are projected dates and are subject to change. The solicitation will be available through the FedBizzOpps website at https://www.fbo.gov, and through FedConnect at https://www.fedconnect.net.
