AI Contract Overview
The contract is for the procurement of 14 electric floodlights identified by NSN 6220010998561, issued under solicitation SPE4A6-26-T-13GT by the ASC Commodities Division of the Department of Defense. Delivery is required FOB origin to DLA Distribution in San Diego, California, with a contractual delivery window of 142 days from the award date and an original required delivery date of August 4, 2027. The unit price is listed as $14.00, though historical procurement data suggests significantly higher costs, and the total contract value remains unspecified due to incomplete pricing fields. Technical compliance is governed by the DLA Master List of Technical and Quality Requirements, with sampling and inspection mandated under MIL-STD-1916 or ASQ H1331, requiring zero non-conformances in inspected samples unless otherwise stipulated. Quality assurance must align with SAE AS9003 or ISO 9001 standards, and specific verification levels and AQLs apply to critical, major, and minor attributes. The floodlights must meet stringent packaging and marking standards under MIL-STD-2073-1E and MIL-STD-129, with packaging code U, unit and intermediate containers designated as E5, and a special fragile marking applied. Bare item markings must include the contract number, NAWC CAGE code, and part number 621941-3, ensuring traceability per NAVAIR aircraft launch and recovery equipment requirements. Mercury and mercury-containing compounds are strictly prohibited in materials, packaging, and preservation unless part of approved functional components such as portable fluorescent lamps, which must have a second containment boundary per NAVSEA 5100-003D. All safety and hazard labeling must conform to OSHA’s Hazard Communication Standard and applicable federal statutes, with Safety Data Sheets required. Contractual clauses enforce cybersecurity compliance under NIST SP 800-171, safeguarding of covered defense information, and whistleblower protections, while also mandating SAM.gov registration, small business status reporting, and the use of U.S.-flag vessels for ocean transport unless a waiver is secured. The contract emphasizes origin inspection and acceptance, with no allowance for deviations to delivery location or inspection point, and all compliance obligations are non-negotiable and binding upon award.
