This solicitation, FA930126Q0010, is a combined synopsis and request for quotes for a Firm Fixed-Price Basic Ordering Agreement (BOA) to procure flooring removal, installation, and repair services at Edwards Air Force Base, the Air Force Research Laboratory, and Plant 42 in California. The contract is a total small business set-aside under NAICS code 238330 with a $19 million size standard, and award is expected to be made to a single responsible offeror based on a best value trade-off that prioritizes non-cost factors over price. The period of performance spans five years, from September 10, 2026, to September 9, 2031, with an estimated ceiling value of $4,040,934 over that time. The requirement includes four mandatory CLINs for flooring material, removal, installer services, and repairs, plus an optional CLIN for furniture moving, which has been updated to be priced per hour rather than per job as of Amendment-2 issued on July 21, 2026. Offerors must use the current version of Attachment 2, the Price List, with the hourly rate for furniture moving clearly entered in the designated green-highlighted, red-font box. All submissions must include three volumes: a completed Price List formatted for all five years with annual updates, a technical submission not exceeding 25 pages demonstrating capability to meet the Performance Work Statement, and two to three completed and signed Past Performance Questionnaires from references within the last six years, with relevance and corrective actions clearly documented. Evaluation is subject to a pass/fail gate on technical capability—failure to receive an “Acceptable” rating disqualifies the offeror—and then a trade-off analysis weighted toward past performance and price, with the most advantageous offer selected. Offerors must be registered in SAM, maintain an active CAGE code and UEI, comply with CMMC Level 1 cybersecurity requirements verified through SPRS, and provide current certifications for all personnel. The contractor must furnish all labor, equipment, materials, and supervision and adhere to strict operational, environmental, and security protocols, including CUI handling, uniform standards, and driving policies on base. Invoicing must be processed via WAWF, and payment is made electronically. Submissions are accepted via email only to specified Point of Contact addresses and must reference the solicitation number; no hand-delivered or mailed proposals will
