(i) This is a combined synopsis/solicitation for commercial services prepared in accordance with part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Hereafter, this notice shall be titled "Solicitation."



(ii) Solicitation Number: FA930126Q0010. This solicitation is issued as a Request for Quote (RFQ) to offerors. Please review all solicitation documentation for complete instructions and requirement information. Interested parties who believe they can meet the requirements for the services described in this solicitation are invited to submit a completed quote using the attached Price List. Vendors are required to submit with their response enough information for the Government to evaluate the minimum requirements detailed in the solicitation. Any information provided in response to this solicitation is strictly voluntary; the Government will not pay for information submitted in response to this solicitation. Offerors are to reference the Solicitation Number FA930126Q0010 on all documents that they submit to the Government.  Award will be made using the criteria in RFO 52.212-2 and its Addendum (Attachment 8). Offerors who submit quotes which are missing data or information which is requested herein will be deemed unresponsive and will not be considered for award. Please ensure your company completely provides all information requested herein.



Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No order will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.



(iii) Defense Priorities and Allocation System (DPAS): N/A



(iv) This is a Total Small Business Set aside. The North American Industry Classification System (NAICS) code for this project is 238330, Flooring Contractors, with a size standard of $19,000,000.00. The wage occupation code for this requirement is: 23140 (Carpet Layer).



(v) Contract Line Item Number (CLIN) Nomenclature and Contract Structure: Please review the Model Agreement, Attachment 9, for detailed CLIN structure and the Price List, Attachment 2, for all pre-negotiated items to be quoted.



(vi) As a result of new policy beginning 10 November 2025, we would like to inform you of your responsibility to comply with the DoD's CMMC 2.0 framework at Level 1. CMMC is the DoD's program to verify that all contractors have implemented the required cybersecurity standards to protect Federal Contract Information (FCI). Per R-DFARS 252.204-7021, FCI is information, not intended for public release, that is provided by or generated for the Government under a contract to develop or deliver a product or service. Your organization's CMMC status will be verified to be active and accurate in the Supplier Performance Risk System (SPRS) module of PIEE. For assistance, please review Attachment 6: PIEE CMMC Level 1 Help Guide.


(vii) Award Type: The anticipated award type is Firm Fixed-Price, Basic Ordering Agreement (BOA). It is anticipated that one award will be issued.



(viii) Description of services to be acquired: The Contractor provides all management, personnel, equipment, supplies, transportation, tools, materials, and supervision necessary to perform flooring removal, installation, and repair services on Edwards Air Force Base (EAFB), Air Force Research Laboratory (AFRL), and Plant 42 (P42).

(x) Period of Performance: ~ 5 years; est. 10 September 2026 – 09 September 2031



(xi) Applicable RFO and R-DFARS provisions and clauses are posted within the with the Solicitation Model Agreement. The addendum to the provisions is provided in Attachment 8. Please review the entire document to understand the evaluation procedure and criteria for this requirement. Ensure the completed Price List Template, Attachment 2, and Past Performance Questionnaires, Attachment 7, are provided with your response IAW the 52.212-1 and 52.212-2 instructions/criteria, signed by a valid past performance reference.



(xiii) Submissions are to be addressed to Air Force Test Center (AFTC), Directorate of Contracting – AFTC/PZIOB, 5 South Wolfe Avenue Building 2800, Edwards AFB, CA 93524. Submissions shall be submitted vie EMAIL ONLY to both the Contract Specialist (Alexia Del Real at alexia.del_real@us.af.mil) and the Contracting Officer (Joshua Vasquez at joshua.vasquez.5@us.af.mil). Questions are due no later than 13 July 2026 at 11:00am PDT via email to the Contract Specialist/Contracting Officer. Submission of quotes are due no later than 29 July 2026 at 11:30 a.m. PDT.  No hand delivered or mailed proposals will be accepted, ONLY emailed responses will be considered or evaluated.
