This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ) for (1) Flow Meter Controller for the hot testing of small green propellant thrusters. This is a full and open competitive basis procurement. The NAIS Code for this procurement is 334513. All responsible sources may submit an offer which shall be considered by the agency. However any award from this RFQ shall require the potential vendor to be certified within the System For Awards Management (SAM) and completion of the Representations and Certifications in the SAM System prior to award at www.sam.gov. Delivery shall be FOB Destination to MSFC, Central Receiving, Bldg 4631, MSFC, AL 35812. Delivery date TBD. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to Renatta R. America at renatta.r.america@nasa.gov or faxed to (256)961-9604 not later than 12:30 p.m. CST on June 14 2016. It must include solicitation number, FOB Destination to this center, proposed delivery schedule, discount/payment terms, warranty duration, taxpayer identification number (TIN), identification of any special commercial items, and be signed by an authorized company representative. Contact Renatta America with any questions on or before 12:00 pm CST on June 8, 2016. Offerors shall provide the information required by FAR 52.212-1 (Oct 2015), Instructions to Offerors- Commercial Items, which is incorporated by reference. If the end product offered is other than a domestic end product as defined in the clause entitled "Buy American Act--Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (May 2015), Contract Terms and Conditions- Commercial Items is applicable. FAR 52.212-5 (Mar 2016) Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items is applicable and are attached to this solicitation.
