The City of St. Petersburg is soliciting bids for a Flow Monitor Maintenance Program under solicitation number IFB-26-179, with responses due by April 28, 2026. Since entering a consent order in 2019, the city has purchased flow monitors and rain gauges and managed their maintenance, parts, equipment, and data internally. To enhance efficiency and support a 10-year strategic plan aimed at minimizing inflow and infiltration in the sanitary sewer system, the city intends to subcontract maintenance, part repairs, and data analytics to a 365-day continuous monitoring service. This shift is based on consultant recommendations designed to improve ongoing system monitoring and future infrastructure planning across Florida, particularly in St. Petersburg. The contract includes performance and payment bonds ensuring compliance with all specifications, timely payment to suppliers and laborers, and warranty obligations, providing financial security and accountability to protect the city's interests. Additionally, bidders must submit a subcontractor summary worksheet as part of their bid package, detailing the use of subcontractors in compliance with local regulations and Small Business Enterprise participation guidelines. The program is managed by the Water Resources agency in Florida, with designated points of contact available for administrative and procurement inquiries. This comprehensive maintenance subcontract aims to optimize sewer system operation and data-driven management through expert third-party services.
