Fluke Insulation Meter

The Department of National Defence is soliciting bids under Supply Arrangement E60HN-16ELEC for 30 Fluke Insulation Meters, part number 1587FC, with maintenance management record 1587FCCDN:L2004 and national stock number 20-A0S0676, with an optional extension for up to three additional years of 15 units per year. Only pre-qualified suppliers holding the specified supply arrangement are eligible to respond; bids from non-qualified suppliers will not be accepted. Delivery must be completed by June 16, 2026, to 25 CFSD Montréal under DDP (Delivered Duty Paid) terms, with the supplier responsible for all transportation, duties, taxes, and unloading. Each unit must be individually packaged with the MMR, description, and full part number clearly visible externally, and the vendor must provide the complete serial number for each unit prior to shipment. Packaging must comply with environmentally preferable standards, requiring reusable, returnable, or recyclable materials, with non-compliant packaging to be taken back by the contractor at no cost to Canada. Technical compliance is mandatory and evaluated on a pass/fail basis, including a maximum voltage rating of 1000 V, an operating temperature range of -20°C to 55°C, and a storage temperature range of -40°C to 60°C. Award will be made on a Lowest Price Technically Acceptable basis, where only bids meeting all mandatory technical requirements are considered, and the lowest total price is selected. The contract incorporates clauses on electrical equipment, government property, excess goods, and environmentally preferable packaging, and is governed under the Canada–Canada Free Trade Agreement and Canada–Korea Free Trade Agreement. No CAGE or UEI code is required unless offering an equivalent product, in which case an NCAGE code and technical justification must be submitted. Payment will be processed electronically via direct deposit or EDI, with no cash or check payments permitted. The contract term extends one year after delivery, with options exercisable within one year of award by written notice.
