Each unit must include ten Neocord guy ropes, 25 feet long and one-quarter inch thick, and ten dowels, one inch in diameter and four inches long, each featuring two holes spaced two inches apart and seven-sixteenths of an inch in width. The items must be packaged in a standard regular slotted container (RSC) measuring 23” x 19” x 10”, with no specific preservation methods required. The contract is issued as a firm-fixed-price arrangement with a delivery period from May 15, 2026, to July 31, 2026, and all deliveries must be made FOB destination to the Northern Rockies Area Incident Support Cache in Missoula, Montana, though the shipping address listed is in Boise, Idaho. The acquisition is a total small business set-aside under NAICS code 314910, with a size standard of 500 employees, and includes numerous FAR clauses governing small business utilization, subcontracting, Buy American requirements, trade agreements, labor standards, and quality assurance. The solicitation mandates that all offerors be registered in the System for Award Management and submit a quotation comprising three mandatory attachments: a completed price schedule, offeror information, and past performance documentation. While no pricing is provided in the schedule, evaluation will focus on technical acceptability, past performance, and price reasonableness, with the process strongly indicating a lowest price technically acceptable methodology. Inspection and acceptance occur at the delivery site in Missoula, Montana, under FAR clauses for fixed-price inspection and responsibility for supplies. Payment must be submitted electronically via the Treasury’s Invoice Processing Platform, with no requirement for WAWF. The contracting officer is Lindsey Christian, with no designated COTR identified. Security requirements include personal identity verification for contractor personnel and compliance with prohibitions on certain federal transactions, while subcontracting obligations for small businesses are imposed through clauses requiring compliance with the nonmanufacturer rule and limitations on subcontracting. No specific military standards for packaging or marking are cited, but commercial packaging practices are presumed under FAR Part 1

Solicitation # 1202SC26Q2716
This firm-fixed-price, Indefinite Quantity/Indefinite Delivery (IDIQ) contract is a total small business set-aside issued by the USDA Forest Service for the procurement of 6,000 lb. capacity cargo swivels (NFES 0286) and 12-foot lead lines (NFES 0380). The contract structure consists of a base year through December 31, 2026, plus four option years, providing a total potential duration of up to five years and six months. Technical specifications are stringent, requiring cargo swivels to maintain a safe working load of 6,000 pounds with an ultimate strength of at least 22,500 pounds and a functional temperature range of 0 to 140 degrees Fahrenheit. Lead lines must feature UV-stabilized plastic coating meeting specific military standards. The government will award the contract based on best value, evaluating price, technical acceptability, and past performance, though no tradeoffs will be conducted. Offerors must comply with various federal regulations, including the Buy American Act and Trade Agreements Act, and must submit electronic invoices through the Invoice Processing Platform. The solicitation has been amended to extend the RFQ closing date to September 14, 2026.
