FMCS Adobe Subscription

The Federal Mediation and Conciliation Service (FMCS) is seeking to procure Adobe license subscriptions through a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 513210, with a small business size standard of $47 million. The requirement is for commercial software license subscriptions on a brand-name basis, specifically 38 licenses of Adobe Acrobat Pro for Enterprise and 3 licenses of Adobe Creative Cloud All Apps, to sustain existing agency workflows involving document management, PDF creation and editing, redaction, and creative design tasks. All vendors must be certified SDVOSBs, registered in SAM.gov, and capable of providing the exact Adobe products specified, with quotes submitted electronically to Bronson Madero at bmadero@fmcs.gov no later than 3:00 PM EDT on June 8, 2026. The solicitation is a firm fixed-price purchase order with a place of performance in Washington, D.C., and award will be made to the responsible offeror whose quote provides the best value to the government based on price and any applicable evaluation factors. The contract incorporates applicable FAR clauses effective through FAC 2025-03, including 52.212-5, 52.203-13, 52.203-19, 52.222-26, 52.222-35, 52.239-1, 52.240-1, and 52.217-6, among others, mandating compliance with ethics standards, equal opportunity, privacy safeguards, prohibitions on unmanned aircraft systems from covered foreign entities, and the prohibition of ByteDance covered applications and certain foreign purchases. The government retains the right, under FAR 52.217-6, to increase quantities of the licensed products at the original unit price via written notification within 30 days of contract award. Contractors must maintain records for three years after final payment or until resolution of any litigation or claims, and are required to comply with regulations regarding trafficking in persons and supply chain security under FASCSA. Offerors must ensure all SAM.gov representations and certifications have been updated within the past 12 months and must disclose any use of covered telecommunications equipment or services, providing full vendor identifiers and product details if applicable.
