The contract involves the repair of one unit of the Fuel Control, Main system (Part Number 441675-5, National Stock Number 2915 013788388) used in the F-18 aircraft for the country of Kuwait. The Naval Supply Systems Command Weapon Systems Support (NAVSUP WSS) in Philadelphia is responsible for soliciting contractors to provide the necessary labor, materials, and facilities to restore this government-owned item to operational condition. This effort is specifically intended for a foreign military sale (FMS) and will be performed in Tempe, Arizona. The government plans to issue this contract as a sole source procurement to Honeywell under FAR 6.302-1, as the government lacks the data and capability to perform the required repair itself. While interested contractors may submit capability statements and proposals within five days of the synopsis publication, the award decision rests solely with the government and may proceed without competition. Prospective offerors not currently approved sources must submit a Source Approval Request package along with their proposals. The point of contact for this acquisition is Jillian Eder from NAVSUP WSS, who can provide additional information and guidance on the submission process.

Return to the date of asset acceptance under the terms of the contract. For purposes of this section, Return is
defined as physical receipt of the F-condition asset at the contractor’s facility as reflected in the Action Date
entry in the Commercial Asset Visibility (CAV) system. In accordance with the CAV Statement of Work, the
contractor is required to accurately report all transactions by the end of the fifth regular business day after
receipt and the Action Date entered in CAV must be dated to reflect the actual date of physical receipt.
Required RTAT: 52.01 days after receipt of asset
The Contractor must obtain final inspection and acceptance by the Government for all assets within the RTATs
established in the subsequent contract.
Throughput Constraint: Contractor must provide a throughput Constraint for each NSN(s). Total assets to be
repaired monthly after initial delivery commences X/month (contractor fill in #). A throughput of ##____ per
month reflects no throughput constraint.
Induction Expiration Date: 365 days after contract award date. Any asset received after this date in days is not
authorized for repair without bi-lateral agreement between the Contractor and NAVSUP WSS Contracting
Officer.
ALL CONTRACTUAL DOCUMENTS (I.E. CONTRACTS, PURCHASE ORDERS, TASK ORDERS
DELIVERY ORDERS AND MODIFICATIONS) RELATED TO THE INSTANT PROCUREMENT ARE
CONSIDERED TO BE "ISSUED" BY THE GOVERNMENT WHEN COPIES ARE EITHER DEPOSITED IN
THE MAIL, TRANSMITTED BY FACSIMILE, ORSENT BY OTHER ELECTRONIC COMMERCE
METHODS, SUCH AS EMAIL. THE GOVERNMENT'S ACCEPTANCE OF THE CONTRACTOR'S
PROPOSAL CONSTITUTES BILATERAL AGREEMENT TO "ISSUE" CONTRACTUAL DOCUMENTS
AS DETAILED HEREIN.
