The U.S. Navy, through NAVSUP Weapon Systems Support in Philadelphia, is seeking a sole-source contractor to repair one unit of a Valve Assembly, Environmental Control, Air (Part Number 423785-3, NSN 7RH1660016686584) for Norway under a Foreign Military Sales (FMS) program, with the contract identifier N0038326QS106. The government has determined that only Meggitt North Hollywood Inc. is eligible to perform this repair due to the proprietary nature of the item and its lack of access to the technical data required to execute the work, invoking FAR 6.302-1 for other than full and open competition. While the solicitation is structured as a non-competitive action, all responsible sources may submit capability statements within five days of publication for consideration, though the government retains full discretion to waive competition. Source approval is mandatory for any entity not already approved, and applicants must submit the full NAVSUP-WSS Source Approval Information Brochure for Repair alongside their proposal; award will not be delayed pending approval. The repair work must restore the item to full operational status using provided labor, materials, and parts, with final delivery scheduled for June 26, 2027. Performance and delivery are governed by stringent military packaging, preservation, and marking standards, including MIL-STD-2073-1 for overseas shipments, MIL-STD-129 for labeling, and ASTM D3951-18 for domestic immediate-use shipments, with specialized requirements for ESD/EM protection and hazardous material handling per 49 CFR. Quality assurance must comply with ISO 9001 and FAR inspection clauses, with acceptance performed at the contractor’s facility under government oversight. Invoicing must be submitted electronically through WAWF, and compliance with SAM registration, Unique Entity ID, and CAGE Code requirements is mandatory, along with representation of small business status and socioeconomic certifications as applicable. The contract includes clauses on anti-kickback, payment limitations, cybersecurity safeguards, government property use, subcontracts, and disputes, and imposes strict prohibitions on mercury use, with all engineering changes and variances subject to military approval and without cost adjustment if disapproved. The contracting officer, Carmelena Oldroyd, serves as the primary point of contact, with no designated COR or COTR identified.
