The National Oceanic and Atmospheric Administration’s Eastern Acquisition Division, on behalf of the National Weather Service’s National Reconditioning Center, is seeking a single-source contractor under a Firm-Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract for the evaluation, repair, reconditioning, and procurement of NEXRAD Focus Coils. The contract will have a five-year period of performance spanning from September 2026 through August 2031, with a possible six-month extension, and will be awarded using the Lowest Price Technically Acceptable (LPTA) process. All work must strictly adhere to NWS Specification Drawing 1217084, Revision H, including structural tolerances and cosmetic appearance, and all deliverables—whether repaired, reconditioned, or newly manufactured—must meet exacting standards to ensure operational reliability. The contractor is required to submit two first article units for rigorous inspection and approval by the Radar Operations Center and NRC Inspection Branch before any production or repair orders can proceed. Units must be returned in their original shipping containers, and all shipments must be packaged to withstand vibration and shock across all modes of transport, preventing physical, electrical, mechanical, and cosmetic damage. The contractor must provide full technical and pricing proposals in two volumes: Volume I includes the completed SF-1449, pricing schedule, delivery schedule, and acknowledgment of amendments; Volume II includes a certification that parts will be form, fit, and function equivalent to the specified drawing and a detailed build plan for evaluation by the Radar Operations Center. Pricing for repair and reconditioning must be all-inclusive, covering diagnostics, materials, labor, inspections, and return shipping, while new unit pricing must cover manufacturing and delivery. The proposal must address all CLINs or it will be deemed nonresponsive. Offerors must hold current certification from the NWS Radar Operations Center, be registered in SAM with active UEI and CAGE codes, provide a Certificate of Insurance covering workers’ compensation, employer’s liability, aircraft liability, and general liability, and submit an Organizational Conflict of Interest statement. All employees must complete mandatory sexual assault and harassment prevention training within 30 days of assignment and annually thereafter. Invoicing is mandatory through the U.S. Treasury’s Invoice Processing Platform, governed by the Prompt Payment Act. The contract will be awarded based solely on lowest evaluated price among technically acceptable offers, and failure to meet any technical pass/fail gate will result in immediate disqualification.
