AI Contract Overview

The contract outlines an extension of the current agreement with Federal Consulting, Inc. to continue providing Freedom of Information Act (FOIA) Analyst Support Services to the NRC. This sole source extension is necessary to maintain uninterrupted support while the NRC completes market research and develops an acquisition strategy for a follow-on contract. The Office of Information Services, Information and Records Services Division, Information Services Branch, is responsible for processing all FOIA requests submitted to the agency, making this support critical to their operations. The extension covers a four-month base period starting April 1, 2012, with two optional three-month extensions available. This contract extension is authorized under specific statutory provisions that allow limiting competition when only one source is capable of fulfilling the agency’s requirements without causing delays. Since the incumbent is uniquely positioned to provide the necessary support during this transition, a full and open competition is not feasible. The services will be performed in Rockville, Maryland, and the contract is managed by the NRC’s Office of Administration, Division of Contracts, with Michael D. Turner serving as the Senior Contract Specialist overseeing this effort.

Full Description

So that NRC can finalize its market research and determine an appropriate acquisition strategy for a follow-on contract, the NRC's, Office of Administration, Division of Contracts intends to negotiate and award a sole source contract extension to Contract No. NRC-33-08-389 with Federal Consulting, Inc., for continuation of highly important Freedom of Information Act (FOIA) Analyst Support Services. The NRC's Office of Information Services, Information and Records Services Division, Information Services Branch has primary responsibility for the reviewed fulfillment of all FOIA requests submitted to the agency. The proposed extension will maintain continuity of FOIA analyst support services pending finalization of the acquisition strategy and conducting of the procurement process for a follow-on contract. The extension will consist of a four (4) month period of performance with two (2) potential three-month option periods. The performance period to be covered by this extension will begin on April 1, 2012. The statutory authority permitting other than full and open competition for this contract extension is 41 U.S.C. 253(c)(1), as implemented by FAR 6.302-1, which provides for limiting competition in those situations where only one responsible source and no other supplies or services will satisfy agency requirements. No source other than the incumbent can satisfy this short-term need given the transition period that would be required, and conducting a foll-ow-on acquisition for this need would result in unacceptable delays in fulfilling the agency's requirements.
