FOIA Case Management IT System Support - FSS SSJ

The Office of the Director and Office of General Counsel within the Department of Justice is seeking to proceed with a sole source acquisition under the Federal Supply Schedule for a commercial Software-as-a-Service platform to manage Freedom of Information Act case processing. Casepoint LLC is identified as the only vendor capable of meeting the agency’s critical requirements, including seamless migration from the existing FOIAXpress system, preservation of metadata, audit trails, and workflow structures, as well as compliance with FedRAMP High security standards and DOJ-specific interoperability needs. Any alternative solution would pose unacceptable risks of operational disruption, retraining burdens, cybersecurity reassessment, or substantial redevelopment efforts, making Casepoint’s proprietary platform essential for maintaining continuous and lawful FOIA operations. The acquisition is governed under GSAR Subpart 538.7104-3(b)(1)(ii) and falls under NAICS code 513210 with a $47 million small business size standard, classified under Product Service Code 7A21 for business application software. The requirement is not subject to set-aside restrictions, and no competitive procurement is planned unless viable alternatives are submitted in response to this pre-solicitation notice.
