Fire Alarm engineering for Lewis County
Solicitation # 2026-RFQ-040
Lewis County is soliciting qualifications under solicitation 2026-RFQ-040 for a professional engineering firm to provide comprehensive design and engineering services for fire alarm systems. The project encompasses several County-owned facilities, including the IT Building, Historic Courthouse, Health Building, and Lewis County Jail. The selected firm will be responsible for conducting on-site evaluations to determine the remaining useful life of existing systems, assessing code compliance with NFPA 72, IBC, and IFC standards, and developing bid-ready construction drawings and technical specifications. All designs must be stamped by a licensed electrical engineer familiar with Washington State fire alarm requirements and must integrate smoothly with existing infrastructure to ensure standardized maintenance and operations. Proposals are due by November 10, 2026, via the OpenGov platform and will be evaluated by a committee of at least three County employees using a points-based system. The evaluation criteria are equally weighted at 20 percent each across four categories: firm qualifications (including NICET certifications and licensed engineer availability), responsiveness and capacity to begin work within 30 days, regulatory compliance and permitting records, and the clarity and detail of blueprint designs. Applicants must provide a statement of qualifications, three public agency references from the last five years, and resumes of key personnel. The contract is administered by Matt Patana, Capital Infrastructure Specialist, based in Chehalis, Washington.

AI Contract Overview

This contract involves follow-on architectural and engineering services for the Central Heat and Power Plant at Eielson Air Force Base in Alaska. The project focuses on the cooling pond pump house, where concrete encased H-piles have suffered significant deterioration near the water surface. While previous design efforts were initiated in 2013, the government is now seeking a comprehensive design for a cofferdam to facilitate repairs. The primary objective of this award is to eliminate unknown variables by conducting an investigation of current conditions below the water level and developing a full design for the cofferdam. This effort ensures a more controlled environment for the eventual repair of the pump house supports. The project is managed by the Department of Defense under solicitation FA5004-AE-FTQW181009 and falls under NAICS code 541330.

Full Description

Eielson AFB owns and operates the Central Heat and Power Plant (CH&PP), a coal-fired co-generation plant. Cooling water for the plant is provided from cooling water wells and a cooling pond. The cooling pond pump house sits just offshore, supported on concrete encased H-piles. The concrete surrounding the piles has deteriorated significantly near the water surface. In 2013, the Air Force hired an A/E firm (EEI) to design repairs to the supports under contract FA5004-11-D-0002-5004. It was left to the contractors bidding on the project to determine how to expose the work area during construction - lower the water level of the entire pond, construct a coffer dam around the pump house and drain the enclosure, etc. The Government is now attempting to develop a full design for the cofferdam, to include an investigation of current conditions below the water level, in an attempt to eliminate unknown factors.
