AI Contract Overview
The U.S. Coast Guard plans to award a sole source IDIQ contract to Teledyne FLIR Maritime US, Inc. for the continued procurement and sustainment of the Second Generation Scalable Integrated Navigation System (SINS-2) hardware. This hardware includes navigation displays and sensors used to maintain the primary navigation systems on small Coast Guard boats as well as backup systems on cutters. This contract follows on from a previous competitively awarded IDIQ contract and is intended to support the system throughout its planned lifecycle. After conducting market research, the Coast Guard has determined that Teledyne FLIR Maritime US, Inc. is the only responsible source capable of meeting the technical and sustainment requirements for this specific equipment. The contract will be awarded under statutory authority permitting non-competitive acquisition when only one responsible source exists, per 10 U.S.C. § 3204(a)(1) and FAR 6.103-1. Although this Notice of Intent to Award is not a request for competitive proposals and the government does not expect competition, other interested sources may submit capability statements or proposals by June 3, 2026, for consideration. Responses should include sufficient information to demonstrate the respondent’s ability to fulfill the requirements and relevant company details. The government retains sole discretion to decide whether to proceed with a non-competitive award or initiate a competitive procurement based on the responses received. Key points of contact for submissions are Eric R. St. Pierre and Jessica L. Coltz of the Coast Guard’s C5I Division 3 in Portsmouth, Virginia.
