The Food Production, Processing and Marketing Activity is a cost-plus-fixed-fee contract awarded by the Agency for International Development through the US Embassy in Nairobi. Due to the technical complexity and undefined scope of the program, this contract type was selected to allow for substantial involvement during implementation. The project is located in the Democratic Republic of the Congo and is designed to stimulate broad-based agricultural growth. The initiative focuses on three primary intervention areas: increasing agricultural productivity, improving market efficiency, and developing the capacity to respond to market opportunities. Key activities include providing support to farmer organizations to enhance market access and productivity for small-scale producers, with a specific emphasis on women, while also assisting agri-businesses in capitalizing on emerging market opportunities.

Full Description

This is a cost-plus-fixed-fee (CPFF) contract. A CPFF is determined to be the appropriate instrument for this procurement since it is difficult to define a scope of work to the degree of specificity needed for a fixed price contract, in accordance with FAR 16.301-2. Given the technical complexity of the program, the anticipated need for substantial involvement during program implementation and the anticipated total estimated costs, the CO determined that the Government's needs could best be met through a full and open competition for a CPFF completion type contract. The purpose of this contract is to achieve broad base agricultural growth in targeted areas of the DRC through three key component areas of intervention namely: 1) increased agricultural productivity; 2) improving market efficiency; and 3) developing the capacity to respond to market opportunities. Interventions will include support to farmer organizations to improve productivity and market access of small-scale, particularly women, producers, interventions to make markets more efficient, and support to improve the capacity for smallholders and agri-businesses to respond to market opportunities.
