The Confederated Tri bes of the Colville Reservation Colville Business Council will be hosting Inchelium Senior Meal Site Grand Opening Event at located on Blackbird Drive on the backside of the old post and pole building beginning at 11:00 AM on Monday July 27 th , 2026 . Anticipated people in attendance are approximately 130 people . Menu t o include clubhouse sandwiches ( t oast, turkey, bacon, r omai ne lettuce, sliced t omato with mayonnaise and mustard packets on the side) steakhouse potato salad (potatoes, mayonnaise, sour cream, bacon, green & red onion, dill pickles, cheddar cheese parsley, salt & black pepper) fresh garden salad ( Iceberg lettuce & romaine lettuce, red onion, roma tomatoes, black olives, grated parmesan cheese) with ranch & vinaigrette, kettle chips and pickle spears, iced tea, lemonade, and soft drinks. Proposal Requirements : 1. The contractor will provide all personnel, equipment and materials necessary or required including meal preparation, delivery, set - up, take down and clean up of the designated serving and eating area. 2. The c ontractor will provide pers onnel to prepare and serve food; cooking, serving equipment, service ware , paper plates, paper cups, napkins, condiments, d i spos a ble - eating utensils, and plastic gloves for food servers . 3. No barehanded contact of fo od, use barriers such as tong s , spoons and gloves to prepare and serve food. 4. Store cold foods until ready to serve (cold foods should be kept at 40 o F or below). Hot foods should be kept at 140 o F or above. 5. Keep food safe from c ross contamination with careful preparation , storage, and sanitizing . 6. Keep serving area clean and safe . 7 . The proposal must be in writing and signed with a total proposal amount . 9 . A copy of your valid/current food handler ’ s permit must accompany your bid proposal. 10 . All re maining food will be packaged for attendees within 1 hour of serving the meal. Cooks are not to take food or drinks home with them. Evaluation A ll bid proposals will be opened, reviewed , and rated based on the following factors: • Experience ( 30 pts) • Price (10 pts) • Describe how hot food will be k ept hot and cold foods kept cold (20 pts) • Complete Proposal (20 pts) • Compliance Requirements (20 pts) • TERO (0 - 15) as follows: (A) Tier 1: 100% Colville Business Enterprise (15) (B) Tier 2: Colville Family Business Enterprise (12) (C) Tier 3: Colville Business Enterprise (9) (D) Tier 4: Indian Business Enterprise (6) (E) Tier 5: Indian owned business not certified by the Colville Tribes (5) Late proposals will not be opened and will not be considered. All applicable regulations pertaining to safety, including Tribal Occupational Safety and Health Act (TOSHA) standards and regulations shall be strictly adhered to by the contactor. Clean Up and Disposal The contractor shall leave the cooking/serving area in a clean, acceptable condition.
