Work is divided into two separate contracts: General Construction and Electrical Construction, each requiring independent bids. Bidding documents are freely accessible via PennBid, and each bid must include a certified check, bank money order, or bid bond equal to at least 10 percent of the total bid amount, payable to the Owner. Bidders must comply with the Commonwealth of Pennsylvania’s Steel Products Procurement Act and the Pennsylvania Prevailing Wage Act, with wage rates specified in the Project Manual. The successful bidder will be required to furnish a performance bond covering 100 percent of the awarded contract value. All contractors must adhere to federal and state non-discrimination laws, ensuring equal opportunity in employment regardless of race, creed, color, religion, sex, age, handicap, marital status, or national origin. A pre-bid meeting is scheduled for August 6th, 2026, at 10 a.m. at the ESCRA facility in Selinsgrove. The Owner retains the right to waive minor bid irregularities and to reject any or all bids without obligation.
