The intent of this program is for the USG to procure, in advance, certain long-lead time materials such as FE/BR doors and windows for use by construction contractors, building OBO projects. The intent is to speed the construction by having the long-lead components already available and ready for delivery to the construction contractor. C.1.1.1 The Contractor manufacturing the doors and windows (hereafter referred to as "GPE Contractor") is solely responsible for providing complete design, fabrication, quality control, crating for overseas shipment, storage and loading services and contract coordination and supervision, including but not limited to the management, professional design services, and fabrication necessary to meet the requirements of this contract within the established schedules. C.1.1.2 The materials to be produced include Forced Entry/Ballistic Resistant (FE/BR)Doors and FE/BR and Blast rated Windows, transoms, and sidelight windows, all embeds, all associated hardware, all final trim, and GSA Class V Vault doors as specified and quantified herein. The resulting materials shall conform to the standards cited below. C.1.1.3 The GPE Contractor shall be responsible for storage of the materials as noted below. C.1.1.4 The GPE Contractor shall warranty his/her materials and equipment in accordance with the product specifications (Section J) and those products not covered in the specifications will be warranted for a period of one-year from date of release of the material from storage to the USG or its designated representative (i.e. Respective Construction Contractor). The GPE Contractor will be required to ship overseas, either secure or non-secure as appropriate, and install warranty products at their cost. Installation crews may require Secret level clearances. C.1.2 STANDARDS TO BE USED Design requirements are detailed in the following documents attached to this Statement of Work: C.1.2.1 2015 International Building Code IBC and OBO's 2016 IBC Code Supplement. C.1.2.2 OBO GPE Specifications (Section J.2.2 January 2016) C.1.2.3 OBO GPE Catalog Details (Section J.2.3.5 March 2010) C.1.2.4 Commercial Products Data 1. DOS Certified FE/BR Products and Designs, March 2010 C.1.3 DESIGN The GPE Contractor will be responsible for the final design of the FE/BR doors, adjacent window assemblies and FE/BR windows and blast windows. The GPE Contractor shall provide a blast consultant to design all windows, frames, elevations, and embeds. For the purposes of blast calculations and resulting designs, the GPE Contractor shall assume worst-case blast scenarios (i.e. 30 meter setbacks full reflected pressure and impact for all products). Glazing types referenced in the GPE Catalog (Section J.2.3.5) are provided for planning purposes only. The glazing types must be designed in accordance with blast report recommendations. All teller windows deal trays will have a flap on the interior side that seals off the airflow and exterior teller window deal trays will have a drain to the exterior. The GPE Contractor shall submit shop drawings for USG review and approval prior to fabrication. In addition, meetings shall be held as necessary to address design and coordination issues. The meetings shall be held at OBO (Arlington, VA). The GPE Contractor shall design for cast-in-place concrete construction. The Construction Contractors have been advised that the GPE materials are being fabricated for cast-in-place conditions and should the Construction Contractors choose to use an alternative assembly (i.e. Steel Stud Wall), he/she will be responsible for addressing the change in wall assembly and subsequent attachment requirements. The GPE Contractor may be asked to revise the shop drawings to accommodate subframes that are suitable for steel stud construction. Costs for these revisions are the responsibility of the GPE Contractor, however any changes to the specified standard concrete embed will be done through the Changes Clause in the contract. C.1.4 FABRICATION The contractor shall fabricate all materials in accordance with the approved shop drawings and the standards cited above. The contractor shall include all materials, including, but not limited to embeds, hardware (including construction cores) and trim necessary to facilitate the complete installation of the provided materials. Specialty tools shall be provided as well. The Construction Contractor will provide the permanent cores for the locks. All trim will be mechanically fastened to the frames (tape, glue, & magnets are not acceptable). Note the GPE contractor will provide LCN compressor, step-down transformer, actuator buttons and all necessary tubing for all pneumatic door openers. This equipment is considered part of the hardware set and will not be provided by the Construction Contractor. This storage price must be included in the unit price for each assembly. C.1.6 PREPARATION FOR SHIPPING The GPE Contractor shall pack all materials for international shipment. All crates shall be individually marked and tagged with the contents of each crate and include the order number. Under no circumstances shall the crates or packing lists or bills of material be associated with the final destination of the inventory. The Construction Contractor, not the GPE Contractor shall have responsibility for managing the identification and shipping of materials consistent with the Construction Security Plan and Transit Security Requirements of the respective construction contract. The GPE contractor is required to digitally photograph every window and door insert assembly as it is being crated with a unique identification placard so the individual item/crate can be easily identified for quality assurance purposes. .
