  • Identify potential sources with the capability to provide commercially available training courses for Cybersecurity professionals under the Foreign Military Sales (FMS) program IAW FAR Part 12.

Specific Courses Desired

The Government seeks specialized cybersecurity education and training programs tailored to the professional development of cybersecurity personnel at various levels. These programs should provide comprehensive, hands-on instruction and practical application to enhance the skills and expertise of cybersecurity professionals. Training offerings may include foundational courses that introduce cybersecurity concepts, tools, and their applications in operational environments; intermediate courses designed to develop critical thinking and advanced problem-solving skills in cybersecurity operations; and advanced courses addressing strategic policy, threat analysis, and solutions for capability gaps.

Additional training may include executive-level courses that provide an overview of cybersecurity fundamentals, legal frameworks, policy development, doctrine, and multi-domain integration. Specialized courses should prepare professionals to support operational environments through rigorous academic instruction and immersive hands-on training. Technical courses may focus on areas such as cybersecurity system design, network defense, threat hunting, incident response, and advanced penetration testing.

The Government is particularly interested in training programs that emphasize practical, real-world scenarios and simulations to prepare cybersecurity professionals for dynamic and evolving threats.
