INTEGRATED TEST LABORATORY (ITL) SUPPORTThe Integrated Test Laboratory (ITL) Support solicitation, identified as 70Z02326RCGC5I001, is a Request for Information issued by the Department of Homeland Security’s Coast Guard Contract Operations office to gather market research for potential future contract actions. The effort aims to secure ITL services and associated Government Furnished Equipment (GFE) located in Moorestown, New Jersey, to support the Sea Commander and MCC systems across National Security Cutters 1 through 10 and TRACEN Petaluma. The contractor will be responsible for providing robust technical infrastructure to enable development, sustainment, and integration of USCG Command and Control, Communications, and Intelligence (C2CI) systems, including the establishment and maintenance of build environments, replication of fleet issues for remote troubleshooting, and ongoing upkeep of Sea Commander, MCC, and SBU systems. Additional responsibilities encompass Common Source Library (CSL) development, support for Lockheed Martin-developed software, cybersecurity engineering, data analysis, and the management of both commercial and government-off-the-shelf hardware and software across tactical, communication, and navigation platforms. The contractor must operate within a fully compliant Defense Counterintelligence and Security Agency (DCSA) environment adhering to the Risk Management Framework (RMF) to support a Secret-level Authority to Operate (ATO), with continuous cybersecurity monitoring of the System Security Plan (SSP) required. The facility must also ensure physical and cyber security, as well as overall safety compliance for handling sensitive systems and data. While the solicitation does not establish pricing, contract value, or formal performance timelines—since it is strictly an RFI for planning purposes—the deadline for responses is July 22, 2026, and submissions must be electronic, limited to two pages, and include a point of contact with phone and email. Electronic files exceeding five megabytes must be divided, and proprietary information must be clearly marked. All submissions become the property of the Federal Government, and respondents incur no reimbursement for costs associated with their response.

U.S. Coast Guard Academy Ceremonial Swords and ScabbardsThe U.S. Coast Guard Academy is soliciting ceremonial swords and scabbards under solicitation number 70Z02326QCGSWORDS, issued as a Request for Quote (RFQ) and resulting in a single-award Indefinite Delivery Indefinite Quantity (IDIQ) contract. The acquisition is a Total Small Business Set-Aside under FAR 19.5 with NAICS code 332215, limiting eligibility to small businesses that self-certify their size status. The place of performance is defined as Connecticut, ZIP 06320, while the contracting office is located in Washington, DC. Proposals must respond to detailed technical specifications outlined in Attachment 1, which governs the design, materials, and finish of the swords and scabbards. Blades must be manufactured from high-carbon tool steel hardened to Rockwell C 48–53 or stainless steel with at least 12% chromium, plated with a minimum of 0.00002 inch chromium to prevent corrosion. Scabbards are to be constructed of sheet metal or tubing and covered with 2.5 oz black calfskin or morocco leather with bronze or 24k gold-plated fittings. Each sword must be engraved with “USCG” and a six-pointed maritime star on the blade, with the same marking integrated into the guard. Scabbards require sulfide-free fiberboard liners and must be packaged in a cotton flannelette case of specified thread count, weight, and nap orientation, with no external labeling, barcodes, or serial numbers required. No MIL-STD references or external standards are cited; all requirements are defined within the specification. The solicitation does not include any Federal Acquisition Regulation (FAR) clauses, evaluation factors, pricing data, payment terms, inspection protocols, or contract administration details such as COR/COTR information or invoicing methods. The absence of defined delivery schedules, FOB terms, contract value estimates, or award criteria leaves the basis of award—likely Lowest Price Technically Acceptable—unstated but implied by the RFQ nature. The response deadline is August 7, 2026, and submissions must be made through the federal procurement portal with no page limits specified, though technical compliance with the detailed dimensional and material requirements is mandatory for acceptance.
