The USDA Forest Service has issued a total small business set-aside contract for the demolition and cleanup of facilities at the Lakeview Ranger Station and the Thomas Creek Work Center in Oregon. The project involves the complete demolition and disposal of designated buildings and foundations, followed by filling, compacting, and regrading the sites to natural grade to ensure proper drainage. Contractors are responsible for environmental protections, including erosion control, seeding, straw application, and safeguarding adjacent vegetation and stormwater runoff, while maintaining pedestrian safety and site security. At the Lakeview Ranger Station, the goal is to decommission approximately five of eleven administrative structures to reduce deferred maintenance. At the Thomas Creek Work Center, the project aims to remove deteriorated facilities that have been unserviceable since the early 1990s. All participating contractors must be registered in the System for Award Management database. This effort is part of a broader initiative by the Fremont-Winema National Forest to reduce its administrative facility footprint and eliminate maintenance backlogs.

The purpose of this project is to demolish and dispose of entire building, including foundation; furnish clean fill meeting specifications, as needed, and bring footprint back to natural grade; compact fill; regrade site to ensure proper drainage; protect adjacent vegetation and environment from damage and storm water runoff from construction operations; erosion control; seed and straw; pedestrian safety and site security; ensure all requirements listed elsewhere in specifications, drawings, and attachments are followed. Project Locations: 1. Lakeview Ranger Station: 18049 Highway 395, Lakeview, OR 97630 2. Thomas Creek Work Center: a. Off NFS Road 28 at the following Lat/Long: 42.394595, -120.605488 b. From Lakeview, head west on OR-140 W Street toward Klamath Falls for 3.5miles. Turn right onto County Hwy 2-16/Thomas Creek Road and drive for 2.0 miles. Turn left to stay on County Hwy 2-16A for 0.2 miles, then continue onto NFS 28 for 13.2 miles. Turn right onto dirt road driveway for 0.4 miles to reach the Thomas Creek Work Center. Project Background: 1. Lakeview Ranger Station: The Lakeview Ranger Station consists of approximately seven acres and was purchased by the Forest Service in the mid 1930's. Originally consisting of buildings that were built by the Civilian Conservation Corps in approximately 1936, the compound now consists of eleven administrative structures. To better utilize the existing ranger station property and reduce the amount of deferred maintenance for the site, the Fremont-Winema National Forest plans to decommission approximately five of the structures. 2. Thomas Creek Work Center: The Thomas Creek Work Center was built around 1957 and originally used as a fire station that housed its crew onsite. They used propane to run their water heater, refrigerators, and cook stoves. The power supply was an old WWII diesel motor with a converter. After 1992, the work center was used intermittently for field crews. Around 1988, the spring levels lowered resulting in the water source becoming non-potable, eventually making it necessary to shut down the Work Center in the early 1990's. Since then, the facilities on the site have deteriorated to such a point that the facilities are no longer serviceable. The Fremont-Winema National Forest has identified this site for demolition to reduce the Forest's overall administrative facility footprint as well as reduce the backlogged deferred maintenance. The solicitation will be posted on or around 7/5/2023 in a separate notice at https://www.sam.gov. Quoters must ensure registration in the System for Award Management database at https://www.sam.gov prior to any award. Please direct any questions to the attention of Eric Oldenkamp via e-mail at contact@example.gov.
