This solicitation, numbered N3220526Q7196, is a combined synopsis and request for quotes issued under FAR Part 12 for commercial items, specifically for the procurement of two gel batteries for use in a CombiLift Missile Side Loader Truck at Naval Station Norfolk, Virginia. The contract is designated as a sole-source award to East Penn Manufacturing Co., requiring a technically acceptable quote at a fair and reasonable price, with no commercial financing permitted. The amendment P0002 removes the Wood Packing Material Clause and updates the response deadline to July 30, 2026, at 8:00 a.m. EDT. Quotes must be submitted via email to designated Navy points of contact and must reference the solicitation number; late submissions will be considered at the government’s discretion. The delivery is FOB Destination to 9276 Third Ave, Building LP26, Naval Station Norfolk, VA 23511, with an acceptance date of September 30, 2026. The contractor must provide 48-hour advance notification for delivery and coordinate with the Transportation Team to ensure proper receipt. All packaging and marking must comply with DOOMANUAL 4140.01, MIL-STD-2073-1, or ASTM D3951, and include unique item identification per MIL-STD-130 and MIL-STD-129, with machine-readable labels verified per Appendix A. The batteries must be identified by specific part numbers and meet DoD requirements for unique identification, and the contractor must use Wide Area WorkFlow for invoicing and receiving reports, adhering strictly to DFARS guidelines for DoDAAC entries and WAWF defaults. Compliance with numerous FAR and DFARS clauses is mandatory, including prohibitions on inverted domestic corporations, trafficking in persons, hexavalent chromium, and Xinjiang-region procurement, alongside Buy American and preference statutes. The vendor is prohibited from including any standard commercial terms and conditions, as their inclusion constitutes a material defect. Although the solicitation references a HUBZone, SDVOSB, and WOSB set-aside in its representations, the official set-aside type is noted as none, and the award remains restricted to the pre-designated sole source vendor. All submissions must include price, delivery dates, origin, and performance details, with the government reserving the right to negotiate revisions after receipt of quotes.
