Formation of City of Chowchilla Faciities District No. 2025-2 (Replacement of CFD 2006-1) pursuant to the Mello-Roos Community Facilities Act. GCS 53311-53368.3

The City of Chowchilla has established Community Facilities District No. 2025-2 as a replacement for CFD 2006-1, pursuant to the Mello-Roos Community Facilities Act. Formally adopted via Resolution 87-25 on October 28, 2025, the district is designed to finance municipal services, cover incidental expenses, and repay the Special Tax Bonds, Series 2007, from the previous district. The project is located within Madera County, California, and was granted a CEQA Notice of Exemption as the formation is not considered a project under CEQA guidelines. Funding is managed through a special tax levied on taxable property, collected as ad valorem property taxes or via direct billing, and secured by a continuing lien against non-exempt real property. The Maximum Services Special Tax rates are set at 952.18 dollars for single-family and multi-family residential units, 380.88 dollars for accessory dwelling units, and 0.2251 dollars per square foot for industrial property, with a 3 percent annual increase beginning July 1, 2027. Administrative oversight is handled by the office of the City Administrator, which is responsible for preparing the annual roll of special tax levy obligations.
