Formation of Community Facilities District 2025-1

The Westside Union School District has established Community Facilities District No. 2025-1 under the Mello-Roos Community Facilities Act of 1982 to finance the development, construction, renovation, and modernization of public school facilities serving the district and the Antelope Valley Union High School District. Financing will be achieved through a special tax lien imposed on non-exempt real property within the district boundaries, with funds designated to repay bond principal, interest, administrative costs, and reserve requirements. The tax apportionment methodology is detailed in Exhibit A, and residential parcel taxes are capped at a 2.0% annual increase, with protections limiting delinquency-related increases to no more than 10%. The district is authorized to accept private advances of funds and must repay them according to agreed terms. The formation is exempt from CEQA review under state guidelines, and tax collection requires approval through mailed-ballot or electronic elections. All revenues must be deposited into designated accounts and subject to annual reporting and audited financial controls as mandated by California Government Code sections 50075.1 and 50075.3. Performance of the underlying facilities projects is expected to be completed within two years of initiation, with the place of performance centered in Lancaster, California, within Los Angeles County, though facilities may be located outside the district boundaries. The district will act as the governing authority for both financing and oversight, with the Superintendent or designee responsible for administrative compliance. No formal procurement contract type, pricing structure, or contractor selection process exists because this is a municipal fiscal action rather than a competitive acquisition. The district’s legal authority stems from Resolution No. 26-04, adopted on December 9, 2025, and signed on December 11, 2025, with public notice posted on December 15, 2025. No federal contract clauses, solicitation numbers, evaluation factors, delivery terms, or contractor certifications apply, as the initiative operates exclusively under California state law.
