Formation of Community Facilities District No. 2025-1 pursuant to the Mello-Roos Community Facilities Act. (Gov. Code Section 53311 through 53368.3)

The City of Chowchilla has established Community Facilities District No. 2025-1 (Rancho Calera) to finance public facilities and related incidental expenses. This action was formalized through the adoption of Resolution 59-25 by the City Council on August 12, 2025, and is carried out in accordance with the Mello-Roos Community Facilities Act, specifically Government Code sections 53311 through 53368.3. The City of Chowchilla is the primary beneficiary of this financing mechanism. The district is located within the City of Chowchilla in Madera County, California, with boundaries defined by the map recorded on July 3, 2025, as Instrument No. 2025013861. Because the project consists of establishing a financing mechanism, it is exempt from the California Environmental Quality Act (CEQA) as it does not meet the definition of a project under CEQA Guidelines Section 15378(b)(4).
