INTRODUCTION
The Mission and Installation Contracting Command (MICC) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for Underground Fuel Tank Testing and Maintenance on Fort Leavenworth, Kansas. The intention is to procure these services on a competitive basis.
BASED ON THE REPSONSES TO THIS SOURCES SOUGHT NOTICE AND THE MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUISNESS (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION. PROGRAM BACKGROUND:
Fort Leavenworth, Kansas, Department of Public Works (DPW) Environmental Division requires Underground Storage Tank Testing with Veeder Root systems to ensure compliance with Kansas Department of Health and Environment regulations.
There are ten (10) underground fuel storage tanks on Fort Leavenworth equipment with Veeder Root 350+ or 450+ monitoring systems, spill buckets, and overfill valves. These systems require state-mandated annual testing and system repair to retain compliance with the Kansas Department of Health and Environment standards and regulations. The NAICS code for this procurement is “541620 – Environmental Consulting Services” with a size standard of $19 Million.
In response to this sources sought, please provide:
1. Name of the firm, point of contact, phone number, email address, CAGE code, UEI number, identify business size (Large or small), and if applicable, a statement regarding small business status (to include small business type or types such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code.
2. Identify whether your firm is interested in competing for this requirement as a prime contractor. Identify subcontracting, joint ventures, or teaming arrangement that will be pursued if any.
3. Information in sufficient detail regarding previous experience (either as a prime contractor or a subcontractor) on similar requirements (include size, scope, complexity, and whether government or commercial).
4. Information to determine if the service is commercially available, including pricing information, basis for the pricing information (e.g., market pricing, catalog pricing), and customary terms and conditions.
5. Evidence of certification from the Kansas Department of Health and Environment.
6. Identify how the Army can best structure these contract requirements to facilitate competition, including competition among small business.
7. Recommendations to improve the Army’s approach/specifications/draft PWS.
