Archaeology Consulting Services
Solicitation # 26-122
The City of Delta is issuing solicitation 26-122 to establish a shortlist of qualified archaeology firms to provide professional consulting services on an as-and-when-requested basis. The scope of work includes archaeological investigation, monitoring, reporting, and permitting for various infrastructure and development projects, such as road upgrades and utility replacements, within the City of Delta. All services must comply with the Heritage Conservation Act, and firms must demonstrate eligibility to hold provincial permits, including Multi Assessment Permits and Site Alteration Permits. Key deliverables involve field assessments, coordination with the Provincial Archaeology Branch and First Nations, and the provision of heritage management training for City staff. The selection process utilizes a two-stage qualification method. To be considered, respondents must meet all mandatory criteria, including the timely submission of a signed Proposal Covering Letter. Qualified firms will be evaluated based on proponent capability and experience (50%), methodology (25%), and fees (25%), with minimum scores required for the first two categories. The City emphasizes the importance of professional certification, requiring at least one team member to be in good standing with a recognized organization like the British Columbia Association of Professional Archaeologists. Preference is given to consulting team members with five years of experience and lead archaeologists with ten years of experience. The resulting shortlist will remain valid until January 1, 2025, or for three years from the closing date. Once the list is established, the City will invite these qualified respondents to submit firm-priced tenders for specific projects. Proposals must be submitted as a single PDF to the purchasing department by 2:00 PM Pacific time on November 16, 2026. The pricing structure for the qualification stage includes hourly rates for principal archaeologists, field directors, technicians, and support staff, as well as lump sum rates for permit applications.

THIS IS A SOURCES SOUGHT NOTICE AND IS NOT A REQUEST FOR PROPOSALS. The United States Army Rapid Capabilities and Critical Technologies Office (RCCTO) is issuing this Sources Sought notice to identify responsible vendors able to provide Contractor Logistics Support (CLS) to a Forward Deployed Directed Energy (DE) System. This notice does not constitute Invitation for Bids, Request for Proposals, or Request for Quotes. The Government will not reimburse respondents for any cost associated with responses to this notice. U.S. Army RCCTO has a requirement to provide CLS to a DE System deployed to OCONUS locations for a period of up to 36 months from time of award. CLS includes, but is not limited to, the required material, hardware and software maintenance, software assurance, training, reporting, and system management tasks necessary to support 24-hour operations in austere environments. Interested sources would need to demonstrate the technical capability, corporate knowledge, and experience necessary to sustain a 10kW Class Blue Halo DE System. The Army RCCTO believes A-Tech, LLC, d.b.a. Blue Halo Labs is the only responsible source capable of meeting this requirement within the required schedule and budget due to the highly specialized nature of the requirement. Proprietary data is involved for which the Government has only restricted rights. Therefore, the Government does not possess, and will not be able to provide, software documentation to potential offerors relative to the 10kW Class Blue Halo DE System. Per FAR 5.207(c)(16)(ii), interested sources may submit a capability statement demonstrating the ability to provide the requested services, which shall be considered by the agency. Any capability statement must demonstrate how the source can provide qualified CLS for the 10kW Class Blue Halo DE System without substantial duplication of costs. No technical data packages (TDPs) are available. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. No requests for capability briefings will be honored. A determination by the Government not to compete this proposed effort based on responses to this notice is solely within the discretion of the Government. Interested vendors must respond to this notice on or before 1300 CST, 8 March 2023 to the Contracting Officer, Josh Flinn, at joshua.e.flinn.civ@army.mil.
