The purpose of this solicitation is to procure a Forward Networks Enterprise License (EL) that transitions DISA from a restrictive, decentralized licensing model to a centrally managed, unlimited-use software EL. This transition will establish a predictable, flat-rate pricing structure, eliminating per-device financial penalties and providing the unrestricted scalability required to support the DoD Information Network’s (DoDIN’s) exponential devices growth. Furthermore, the contract aims to ensure mission readiness by delivering the critical network modeling and predictive verification capabilities necessary to secure advanced Artificial Intelligence enclaves, in direct alignment with the Presidential Executive Order on Artificial Intelligence. Finally, by deploying dedicated Original Equipment Manufacturer (OEM) Resident Engineering support, the Government will accelerate the integration of the digital twin, automate Zero Trust Architecture (ZTA) compliance, and create a unified, queryable operational picture across DISA’s complex, multi-vendor environment.
