Seuls sont admis à soumissionner ceux qui ont leur principal établissement d’affaires au Canada et dans les territoires visés par l’Accord du libre-échange canadien (ALEC) ainsi que par l’Accord de commerce et de coopération entre le Québec et l’Ontario (ACCQO), et qui ont obtenu par l’intermédiaire du SÉAO à leur nom les documents d’appel d’offres émis par le maître de l’ouvrage.
