THIS IS NOT A REQUEST FOR QUOTES. PURSUANT TO FAR 5.203(a), THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD CONTRACT TO FRANKLIN COVEY FOR ALL ACCESS PASS SUBSCRIPTION


The Washington Headquarters Services Acquisition Directorate (WHS/AD), on behalf of the Warfighting Acquisition University (WarU), intends to issue a sole source award to Franklin Covey Client Sales Inc. WarU requires a three (3)‑year subscription to the Franklin Covey All Access Pass, which provides WarU facilitators access to Franklin Covey’s full catalog of courses, including student and facilitator materials. The subscription also allows WarU to host students who require ondemand access to Franklin Covey content and courses. The estimated value of this contract is approximately $74,000.00.


The anticipated award will be made under the authority of 41 U.S.C. 3304(a)(1) and the procedures of FAR Subpart 6.302‑1, “Only one responsible source and no other supplies or services will satisfy agency requirements.” The Franklin Covey All Access Pass and associated materials are proprietary to Franklin Covey Client Sales Inc. and are essential to meeting the Government’s requirements, thereby precluding consideration of products from other companies.


This notice of intent is NOT a request for proposals or quotations. Requests for a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.

All information submitted should support the offeror’s capability to provide the required services and shall be furnished at no cost or obligation to the Government. The Government reserves the right to cancel the proposed sole source award.
