Franklin Reservoir Emergency Spillway Maintenance

The Franklin Reservoir Emergency Spillway Maintenance project, managed by the Los Angeles Department of Water and Power, involves the removal of approximately 100 to 150 cubic yards of accumulated sediment from a 0.03-acre section of the spillway channel bottom. The work will be performed at the LADWP Franklin Reservoir located at 1300 N Beverly Dr, Los Angeles, California. To execute the project, a temporary single entry and exit point will be established from the western bank near the downstream end of the spillway. Equipment utilized for the removal process will include a mini-excavator and a skid steer loader. All construction equipment staging and storage must be conducted in previously disturbed or developed areas outside of jurisdictional waters. The project is supervised by the Department of Water Resources Division of Dam Safety and has been granted an exemption under the California Environmental Quality Act CEQA Guidelines Article 19, Section 15301(m), as it constitutes maintenance of an existing facility without expansion of use. Administrative oversight is provided by Environmental Specialist David Norris, and the project was formally authorized by the Manager of Environmental Planning and Assessment on November 12, 2025.
