The Department of Defense Education Activity (DoWEA) is seeking information through a Request for Information (RFI) to evaluate potential commercial solutions for a cloud-based Freedom of Information Act (FOIA) management system that fully complies with federal laws and records retention policies. The solicitation number is HE12542051426, under the NAICS code 541519, and responses are due by 1:00 PM EST on May 26, 2026, with a previously updated deadline of June 5, 2026, at 1:00 PM EST, though the most current deadline is May 26, 2026. This is a sources-sought action intended solely for planning purposes and does not constitute a binding request for quote or guarantee of future procurement. Interested vendors must submit responses via email to Wardell Gordon and ShaHannah Brown at DODEA, using Microsoft Word or a compatible format, and include company details such as name, DBA, CAGE code, UEI, NAICS code, and designated point of contact. The government requests a non-binding price estimate using a provided Excel template, along with a description of the proposed enterprise-class, cloud-based COTS solution featuring full FOIA case management, privileged access controls, automated workflows, document uploads in PDF, Word, Excel, and PPT formats, electronic redaction, reporting dashboards, email deduplication, and seamless interoperability with the DOJ’s FOIA portal. The solution must support migration of DoWEA’s existing FOIAXpress data, include 24/7/365 hosting, patching, and maintenance, and provide technical support via phone or email within one business day for the life of the contract. Security requirements include FedRAMP Level 2 authorization, implementation of Single Sign-On (SSO), completion of privacy impact assessments and cloud questionnaires, and full documentation for security reviews. The prime contractor must perform at least 51 percent of the work if subcontracting is utilized. All submissions become Government property and will not be returned. The anticipated period of performance for any resulting contract is August 7, 2026, through August 6, 2031, with the place of performance in Alexandria, Virginia.
