The Space and Missiles Command (SMC) Space Superiority Systems Directorate (SMC/SY) invites innovative technical approach white papers addressing space and cyber technologies. This is an open, two-step (white paper followed by proposal) BAA that will be available for 60 months. White papers may be submitted at anytime during the established 60 month period. Those Offerors whose white papers are of interest to Government, may be invited to submit a formal proposal. An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the Government Program Manager or Contracting Officer. Further, the ombudsman does not participate in the evaluation of proposals or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes. If resolution cannot be made by the Contracting Officer, the interested party may contact the ombudsman, Colonel Trent Tuthill, SMC/PK, (310) 653-1786, 483 N. Aviation Blvd, Los Angeles AFB, CA 90245. The ombudsman has no authority to render a decision that binds the agency. Do not contact the ombudsman to request copies of information, verify due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer listed below. The Small Business Size Standard for NAICS code 541720 is $20.5M, however other NAICS codes are applicable to this effort depending on the white papers submitted. Therefore, other white papers will be allowed utilizing size standards outside of NAICS code 541720. The Government encourages small and small disadvantaged business participation and utilization.
