Freeway Bus Rapid Transit/Express Bus Study

The Orange County Transportation Authority (OCTA) has issued a solicitation (RFP 250208) for a consultant-led study aimed at developing a conceptual plan for a freeway Bus Rapid Transit (BRT) and express bus network serving both intra-county and inter-county travel. The primary focus of this study is on the I-5 and SR 55 corridors, with an expanded feasibility assessment for express bus service on additional major freeways such as SR 57, SR 91, and SR 405, as well as toll roads including the 73, 133, 241, and 261. The two-year project operates under a firm-fixed price contract valued at $350,000 and includes comprehensive project management and stakeholder engagement activities, with strict adherence to safety and environmental standards as mandated by OCTA. Proposals were solicited with clear deadlines and submission requirements, including a pre-proposal conference and a question period preceding the final submission deadline of March 30, 2026.
