This contract outlines the procurement of eight units of a Frequency Converter, NSN 6130-01-433-3718, specifically the Avionic Instruments Inc. model 4B3500-1A-MV-735 or an equivalent product meeting detailed specifications. The frequency converter must include key assemblies such as the converter unit, carrier assembly, extension cables, power distribution assembly, and input power cable. It must be certified for aero-medical use in both fixed and rotary wing aircraft and meet stringent electrical requirements including protection features against short circuits, temperature extremes, and voltage/frequency irregularities. The unit operates on input power of 115/200 VAC, 400 Hz, three-phase and outputs 115 VAC, 60 Hz, single-phase with a nominal output power of 3500 VA. Additional performance specs include overload tolerance, a sinewave output with low distortion, high efficiency (85%), and specified power factor range. Contractual requirements mandate the delivery of two copies each of maintenance, user, and service manuals, and ensure that the frequency converters are manufactured with high workmanship standards free from cosmetic and functional defects. The products must conform to the producer's commercial standards and government quality assurance practices, with the government reserving the right to verify compliance. Packaging must protect the units from damage throughout normal shipment cycles and comply with regulations. This procurement is conducted under Foreign Military Sales (FMS) procedures, with oversight and administration delegated to the Defense Contract Management Agency (DCMA). Contractors must coordinate inspection, acceptance, and shipping instructions with DCMA Quality Assurance Representatives and the designated Transportation Officer, including submitting required documentation such as DD250 forms and Certificates of Conformance. The contract is managed out of Philadelphia, PA, with designated points of contact available for contract and logistics support.
