The Fresno Central Southeast Area Specific Plan is a comprehensive land use and development initiative led by the City of Fresno to reshape approximately 2,067 acres bounded by Belmont Avenue, Fourth Street, Church Avenue, and Peach Avenue. The plan seeks to realign zoning designations with existing on-the-ground uses, reduce underutilized and oversized parcels—particularly near key intersections like Maple and Butler Avenues—and promote higher-density, mixed-use infill development along priority corridors such as Cesar Chavez Boulevard. The revisions aim to strengthen neighborhood character, introduce buffer zones of clean tech and non-nuisance employment uses between industrial areas, and enhance overall community vibrancy while ensuring consistency with the city’s General Plan. Although the Specific Plan requires amendments to the General Plan’s land use map, it ultimately reduces the total planned development intensity compared to prior projections, reflecting a more restrained and context-sensitive approach to growth. The project is governed by California Environmental Quality Act (CEQA) procedures and employs the Land Evaluation and Site Assessment (LESA) model to evaluate agricultural land capability and farmland protection impacts, with scoring based on soil quality, Storie Index ratings, water availability, and surrounding land uses. The procurement is structured as a forecast with no solicitation number or formal contract type established, indicating it is an informational posting rather than a competitive bid solicitation. Technical deliverables include cultural resources inventories, traffic operations analyses, signal warrant studies, soils maps, and spatial datasets submitted in PDF, Excel, and Shapefile formats. Evaluation of proposals is based solely on technical merit using a weighted scoring system totaling 100 points, with land capability classification and Storie Index each carrying 25% weight, and site factors such as project size, water resource availability, and surrounding agricultural and protected lands comprising the remaining 50%. There is no cost or pricing data included, and the award process follows a trade-off method prioritizing highest technical score over price. Submission deadlines, communication channels, and delivery locations are clearly defined, with proposals accepted via email, mail, or the city’s public records portal by January 19, 2026. The City of Fresno serves as the lead agency, with Sophia Pagoulatos as the primary point of contact, supported by consultants like FirstCarbon Solutions. No federal contract clauses, special requirements, certifications, payment details, or contracting officer roles are specified, confirming this is a local government planning action rooted in state environmental law rather than a federally funded acquisition.

Full Description

The proposed Specific Plan would address community needs and guide future public and private development to create a more vibrant, attractive, equitable, and healthy community in a way that builds upon the social and cultural strengths of the existing Community Plan Area. The proposed land use designations of the Specific Plan are consistent with the General Plan; however, the Specific Plan proposes changing the land use designation for some of the Specific Plan Area’s parcels, which would require the General Plan Land Use map to be amended. The proposed Specific Plan includes land use changes that would reclassify some parcels to match uses currently on the ground that are likely to remain for the foreseeable future. These changes would also change concentrations of vacant lands or facilities along the Cesar Chavez Boulevard Corridor, reduce oversized parking lots near the Maple Avenue and Butler Avenue intersection and develop underutilized land near the Cedar Avenue and Butler Avenue intersection. The Specific Plan would also create higher intensity mixed-use infill opportunities along priority corridors and at key opportunity sites, strengthen neighborhoods that provide a range of office types, and include office, clean tech, and other non-nuisance employment generating uses that provide a buffer between industrial neighborhoods. Overall, development consistent with the proposed project would reduce the total amount of the development in the Specific Plan Area compared to what was contemplated by the General Plan.
