The Naval Surface Warfare Center Carderock Division in Philadelphia intends to award a sole source, firm fixed price contract to Mikasa Sports USA for the procurement of specialized bearings. These bearings are required for the OHIO Replacement Program bearing system and must be manufactured to specific dimensions for testing at the Full Scale Bearing Test Facility. The selection of Mikasa Sports USA is based on the company's proprietary material composition and unique triple layer adhesive system, which provide an optimal coefficient of friction that cannot be replicated by other manufacturers. This procurement is being conducted under the authority of 10 USC 2304 (c)(1) and FAR 6.302-1, falling under NAICS code 332991. While this notice serves as an intent to negotiate rather than a request for competitive proposals, the government allows for responses within 15 days of the synopsis. The final decision to proceed with a sole source award or open the requirement to competition remains at the sole discretion of the government.
