The U.S. Navy’s Naval Supply Systems Command Weapon Systems Support (NAVSUP WSS) Nuclear Reactor Supply Chain Management Directorate is seeking to establish Blanket Purchase Agreements (BPAs) for the procurement of hose, pipe, tube, lubrication, and railing fittings used in the secondary systems of Navy nuclear reactors, classified under Federal Supply Class 4730 and NAICS code 332919, which carries a 750-employee size standard. This effort is structured as a Total Small Business Set-Aside, with the Government aiming to award multiple BPAs to ensure maximum competition and sustained access to qualified small businesses capable of manufacturing complex, high-integrity components critical to nuclear vessel operations. Over the next five years, the Directorate anticipates issuing approximately 772 delivery orders totaling about $16.5 million, with all work tied to strict technical and quality standards including MIL-STD-2073 for packaging, MIL-STD-129 for marking with CAGE codes and barcoding, MIL-STD-767 (as modified by AOR-767G-1) for cleanliness, and the Navy-specific NAVSUPWSSDA07 preservation requirements. Parts must be marked “CONTENTS CLEANED TO STR-4P37” and free from detrimental materials and mercury, with all documentation—including Records of Test and Inspection and Certificates of Compliance—submitted prior to shipment. Contractors must be registered in SAM.gov with a valid Unique Entity ID and CAGE code, and all personnel requiring access to restricted information must be U.S. citizens with appropriate security clearances due to NOFORN restrictions governing nuclear-related technologies. Compliance with rigorous quality systems such as MIL-Q-9858, ISO 9000, and Integrated Quality Engineering Specifications is mandatory, and a Pre-Award Survey will evaluate technical capability, production capacity, quality assurance, finance, security, and packaging controls. Subcontractors are bound by the same stringent requirements, and all deviations or waivers must be formally justified and approved in advance. Proposals in response to this Request for Information must be submitted as a single Microsoft Word document under 5MB and no more than 25 pages, emailed to the designated point of contact by May 26, 2026.
