The Department of Defense Logistics Agency (DLA) Aviation plans to bundle approximately 221,099 national stock numbers (NSNs) under the Federal Stock Group 53 (FSG 53) into a single competitive contract to provide performance-based supply chain management support. This announcement is purely for informational and planning purposes and does not constitute a solicitation or commitment to award a contract at this time. The solicitation number SPE4A5-19-R-FG53 is designated for notice identification only, with no current solicitation release. Market research indicates that the portfolio of items involved is unlikely to be suitable for small business award due to the complexity, size, and specialized requirements of the performance elements. The bundling approach is expected to yield several substantial benefits including cost savings, price reductions, and quality improvements that could enhance efficiency and performance. Additional anticipated advantages include shorter acquisition cycles, improved contract terms and conditions, and financial benefits estimated at five percent of the total contract value, inclusive of options. Key points of contact for this effort include Tracy I. Ruland, Corporate Contract Specialist, and Richard Deiter, Contracting Officer, who can provide further information. The associated North American Industry Classification System (NAICS) code is 332722, which pertains to Performance-Based Acquisition Support Strategy, although the exact place of performance and some organizational details remain unspecified.

This notice is issued for informational and planning purposes only. This announcement is neither a Request for Proposal (RFP) nor does it constitute a guarantee or otherwise commit the Government, in any way, to solicit or award a contract now or in the future. SPE4A5-19-R-FG53 is the planned solicitation number and is being used for notice identification; however, no solicitation is available at this time. DLA Aviation intends to bundle approximately 221,099 national stock numbers (NSNs) into a procurement for Federal Stock Group 53 (FSG 53) performance based supply chain management support. This project is expected to be a competitive, single contract action. This population of items meets the definition of bundling at FAR 2.101. Results of Market Research have determined that this project is likely unsuitable for award to a small business due to the diversity, size, or specialized nature of the elements of the performance specified. DLA Aviation has determined that measurably substantial benefits are expected to be derived as a result of the bundling as defined at FAR 7.107. The expected benefits of this bundling action are listed in FAR 7.107-3 and summarized below: (1) Cost savings (2) Price reduction (3) Quality improvements that will save time or improve or enhance performance or efficiency (4) Reduction in acquisition cycle times (5) Better terms and conditions (6) Anticipated financial benefits equivalent to five (5) percent of the estimated contract or order value (including options)
