Design-Build Maintenance and Repair Army Reserve (MRAR) of Equipment Concentration Site (ECS), B-56767, at North Fort Hood, TX
Solicitation # W912QR25RA013
Solicitation No. W912QR25RA013 is a two-phase Design-Build procurement issued by the U.S. Army Corps of Engineers, Louisville District, for the repair and expansion of the Equipment Concentration Site (ECS), Building 56767, at North Fort Cavazos, Texas. This total small business set-aside project involves renovating approximately 26,000 square feet of a failing maintenance facility. The scope of work includes repairing HVAC and electrical systems, replacing the roof and insulation, restoring non-code compliant bathrooms and showers, and removing non-structural interior walls to create flexible workspaces. Additionally, the project requires the installation of ABA-compliant entrance and curb ramps, the implementation of a code-compliant fire alarm and suppression system—specifically requiring Monaco Enterprises Incorporated equipment for network compatibility—and ensuring the facility meets minimum DOD Antiterrorism standards. The contract is a Firm-Fixed-Price award with an estimated construction magnitude between $10,000,000 and $25,000,000, funded by FY25 Operations and Maintenance Army Reserves funds. The estimated duration of performance is 913 calendar days from the Notice to Proceed. Selection is based on a Best-Value Tradeoff process, where Phase I evaluates technical approach and past performance to select five qualified offerors for Phase II. Phase II evaluation focuses on the design narrative, management plan, schedule narrative, and price. Award is subject to the availability of funds and requires offerors to maintain active registration in the System for Award Management and comply with NIST SP 800-171 cybersecurity standards.

Small Business D/B Military Construction MATOC
Solicitation # W912QR25R0018
The U.S. Army Corps of Engineers Louisville District is soliciting proposals for an Indefinite-Delivery, Indefinite-Quantity Multiple-Award Task Order Contract (MATOC) for design-build and design-bid-build construction and renovation projects. This 100% Total Small Business Set-Aside under NAICS 236220 supports military construction and operations and maintenance requirements across Michigan, Illinois, Indiana, Ohio, and Kentucky. The contract has a total capacity not to exceed 240 million dollars, with a target of seven firm-fixed-price awards. Each contract includes a five-year ordering period with a possible six-month extension, though no additional capacity is added if the option is exercised. Sample project magnitudes are anticipated to be between 5 million and 10 million dollars, with a maximum task order limit of 15 million dollars. The procurement follows a two-phase selection process using a Best Value Trade-Off approach. Phase I evaluates offerors based on Past Performance and Technical Approach to down-select a target of ten highly qualified firms for Phase II. In Phase II, proposals are evaluated on Design/Technical factors, Management Approach, and Price, with non-price factors combined being approximately equal to price. Offerors must maintain active registration in the System for Award Management and provide a licensed Designer of Record. Key requirements include the submission of a Contractor Construction Quality Control Plan within 30 days of notice to proceed and adherence to the Louisville District Military Design Guide and various technical standards including ASHRAE and EPACT.
