Fire Alarm engineering for Lewis County
Solicitation # 2026-RFQ-040
Lewis County is soliciting qualifications under solicitation 2026-RFQ-040 for a professional engineering firm to provide comprehensive design and engineering services for fire alarm systems. The project encompasses several County-owned facilities, including the IT Building, Historic Courthouse, Health Building, and Lewis County Jail. The selected firm will be responsible for conducting on-site evaluations to determine the remaining useful life of existing systems, assessing code compliance with NFPA 72, IBC, and IFC standards, and developing bid-ready construction drawings and technical specifications. All designs must be stamped by a licensed electrical engineer familiar with Washington State fire alarm requirements and must integrate smoothly with existing infrastructure to ensure standardized maintenance and operations. Proposals are due by November 10, 2026, via the OpenGov platform and will be evaluated by a committee of at least three County employees using a points-based system. The evaluation criteria are equally weighted at 20 percent each across four categories: firm qualifications (including NICET certifications and licensed engineer availability), responsiveness and capacity to begin work within 30 days, regulatory compliance and permitting records, and the clarity and detail of blueprint designs. Applicants must provide a statement of qualifications, three public agency references from the last five years, and resumes of key personnel. The contract is administered by Matt Patana, Capital Infrastructure Specialist, based in Chehalis, Washington.

The contract involves architect-engineering services for the replacement of a 150 KVA pole-mounted transformer with a new pad-mounted unit at Eielson AFB, Alaska, including upgrades to interior and exterior lighting and panelboards. The project emphasizes a design phase with a strict completion deadline of 141 calendar days from award, requiring detailed design documents, cost estimates, and review meetings. The procurement is a total small business set-aside under NAICS code 541330, with evaluation criteria focusing on professional qualifications, specialized experience, past performance, capacity, and local knowledge. Selection is qualifications-based, with the most highly qualified firm identified through a comprehensive evaluation process that employs adjectival and risk ratings, and negotiations are only initiated after technical ranking. The solicitation mandates submission of a Standard Form 330 (SF-330) for the prime and each team member, along with past performance questionnaires tailored to specific projects, such as traffic studies and fire alarm replacements. The evaluation process strictly disqualifies firms with unacceptable ratings and emphasizes team composition, including key personnel licensed in Alaska, and specific restrictions on subcontractor substitutions requiring prior approval. The contract incorporates FAR clauses, notably FAR 52.244-4, governing subcontractor relationships, and mandates compliance with federal safety, environmental, and wage regulations. Submission instructions specify electronic formats, with packages under 5MB sent via email and larger files uploaded through a secure portal, with a deadline around November 20, 2025. Overall, the contract emphasizes qualifications, experience, and past performance over price, with detailed procedures for proposal evaluation, team formation, and compliance, ensuring a thorough and competitive selection process aligned with federal acquisition standards.
