The U.S. Embassy Helsinki is seeking to establish Blanket Purchase Agreements (BPAs) with responsible vendors who operate gas stations conveniently located along major roads in Finland to provide refueling services for government-owned vehicles. These BPAs function as credit accounts that allow multiple orders without creating a binding contractual obligation until an order is placed and fulfilled. The agreements will be valid for one year from the date of award or until the maximum authorized expenditure is reached, whichever occurs first. The government reserves the right to award BPAs to multiple vendors and to rotate business among them, emphasizing flexibility and competition. The solicitation, titled "Fuel, Fuel Cards, and Administrative Fees for Government Owned Vehicles for the U.S. Embassy Helsinki," was posted on January 2, 2025, with a response deadline of January 10, 2025. The procurement is managed by the Department of State, with the point of contact being Helsinki Procurement. Full Description

The U.S. Embassy Helsinki has a requirement for refueling of government owned vehicles, and intends to award Blanket Purchase Agreements (BPAs) to one or more responsible vendors with gas stations readily available along major Finnish roads. A BPA is similar to a credit account established with vendors under which numerous orders may be issued. It establishes no contractual obligation until an order is issued and a delivery is made. BPAs will be in effect for a period of one year upon award or until the determined maximum amount has been spent, whichever occurs first. Please note that the award of a BPA does not guarantee any quantity of business and that the Government may choose to award BPAs to more than one vendor and rotate business.
