Solicitation # C5613351-D
The California Department of Corrections and Rehabilitation (CDCR) is soliciting bids for contract C5613351-D to provide concrete debris removal and slope stabilization services at the Richard J. Donovan Correctional Facility in San Diego, California. The project involves clearing and grubbing a top layer of crushed concrete debris, re-grading approximately 10,000 cubic yards of soil to stabilize slopes against erosion and slide risks, and implementing erosion control measures such as hydroseeding and the installation of fiber rolls. The contractor is responsible for all labor, materials, equipment, and transportation, with compensation based on the Public Works Rate Sheet. Performance is subject to strict quality standards, including specific grade tolerances and material specifications, with oversight from a CDCR Representative and a Geotechnical Engineer. The contract is awarded based on the lowest price, with specific incentives available for Disabled Veteran Business Enterprises (DVBE) and reciprocal preferences for California-based companies. Bidders must provide a bid security of at least 10 percent of the base bid and are required to furnish performance and payment bonds upon award. Compliance with California prevailing wage laws, the Americans with Disabilities Act, and the project's Stormwater Pollution Prevention Plan (SWPPP) is mandatory. All submissions must be sent electronically to the designated CDCR email address by the specified deadline, including a completed bid submittal checklist and the required rate sheets.

This Sole Source 8(a) Set-Aside Firm Fixed-Price contract, solicitation F2R3C48129A001, tasks the contractor with the demolition of a 168,000-gallon bulk fuels storage tank, identified as facility 2125, at Laughlin AFB, TX. The project requires the provision of all labor, equipment, and materials to remove the single-walled steel tank, which measures approximately 26 feet in diameter and 42 feet high, along with 525 feet of underground piping, concrete beams, and handrails. The contractor is also responsible for site grading for drainage and providing weigh tickets for all recycled steel. All work must be completed within a 90-day period and comply with Federal, State, local, and Air Force regulations. Because the work site is located in a Controlled Area, operations are restricted to normal working hours from 0730 to 1630, Monday through Friday, and require constant Government escort. The contractor must ensure that demolition activities do not interfere with the daily operations of the Bulk Fuels area or the high volume of tanker traffic. Special safety and disposal procedures are required for the lead-based paint found on the tank. Additionally, while the site is an Installation Restoration Program site with likely soil contamination, contaminated soils discovered during the project may be used for backfill on-site rather than being disposed of off-installation.

Sole Source 8(a) Set-Aside Firm Fixed-Price contract to demolish an existing 168,000-gallon bulk fuels storage tank at Laughlin AFB, TX consisting of the following: 0001 Objectives: Provide all labor, equipment, and materials to demolish an existing 168,000-gallon bulk fuels storage tank within a 90 day period. Work will include removal of steel storage tank, associated underground piping, concrete beam, handrails, etc., as well as site grading for drainage. Scope of Work: 1. Demolition shall comply with all applicable Federal, State, local, and Air Force regulations. 2. The work site is located in a Controlled Area. This means work must occur during normal working hours, 0730 to 1630, Monday to Friday, as Government escorts must monitor workers at all times. In addition, the demolition shall not interfere with the everyday operation of the Bulk Fuels area and the associated high volume of tanker traffic. 3. The tank, facility 2125, has a capacity of 168,000 gallons, or 4,000 barrels. It is approximately 26 feet in diameter and 42 feet high. 4. There does not appear to be a concrete foundation/pad under the tank. 5. The tank is single-walled and has a stationary roof. There is lead-based paint on the first layers of the tank. Proper safety, containment, and disposal procedures are required. 6. The area has been identified as an Installation Restoration Program (IRP) site, and contaminated soils likely exist under and around the tank and piping. Because this project is a service contract, however, contaminated soils that are discovered do not have to be removed and disposed of off the installation. Proper safety precautions for handling contaminated soils must be taken, but the soils may be used to back fill at the site. 7. There is approximately 525 feet of underground piping to be removed. At the time of abandonment of the tank, the pipes should have been filled with grout. 8. No fuel should remain in the tank or pipes. If any is discovered, though, it must be removed and disposed of properly. All other requirements are listed on the contract SOO.
