The purpose of Amendment #2 is to provide that this needs to be a size 45 kVA.
AMENDMENT #1: Questions and Answers:
The purpose of Amendment #1 is to attach a Q&A form. This form must be used for all questions and submitted to Betty Kliewer; betty.kliewer.ctr@us.af.mil no later than 6/15/2026 COB.
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR 13. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.
Funds are not presently available for this requirement. No award will be made until funds are available. AFGSC and/or the Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event AFGSC or the Government cancels this solicitation, neither AFGSC nor the Government has any obligation to reimburse any offeror for any costs.

ASRC Federal Gulf State Constructors, LLC (AFGSC) Prime Contractor for the Government, intends to award a Firm-Fixed-Price for the purchase of a Pad-mounted Transformer.
AFGSC is requesting quotes for the following, transformer must meet or exceed the specifications below:
High Voltage (HV) Requirements
• Primary: 12470 GY / 7200
• BIL: 75kV
• Taps: 13094, 12783, 12470, 12159, 11847
• HV Bushings: (6) 200A Wells & Inserts, dead-front, loop feed
Low Voltage (LV) Requirements
• Secondary: 240/120 Delta
• BIL: 30kV
• LV Bushings: (4) 6-hole spades
Fluid / Coolant:
• Envirotemp FR3 or equivalent natural ester, biodegradable, non-toxic coolant
Electrical / Mechanical Requirements:
• Temperature rise: 65°C
• Cooling class: ONAN
• Fusing: Bayonets with Iso-Links
• Switch: 2-position Load Break Switch (LBOR)

Submittals:

The transformer must not contain mercury, toluene, chlorinated solvents, hydrolysable chlorine derivatives, ethylene-based glycol ethers, lead, hexavalent chromium, or Class 1 ozone-depleting chemicals.

Quote Validity:

All interested vendors must be registered and active in the System for Award management (SAM) at the time of quote submission. Quotes submitted by vendors who are not active in SAM cannot be considered for award.
